At least the one we're going through does. They assigned our account to someone who promptly quit due to other circumstances within the company (we've heard four different versions of this story from the company). We're not sure how much time passed before someone else was assigned to our case, but the good faith check still hasn't been cashed, they haven't found the HOA rules and regulations, and they haven't filed the certifications needed to push the home loan through. We were supposed to close escrow on October 9, but thanks to the geniuses at the escrow company, we have to extend by another 30 days.

The upside? More time to pack.

The downside? More time in the apartment complex, which is starting to slide downhill very, very quickly.

Uhm... you need to talk to a supervisor and demand them to pay your rent or something at your apartment. This was not your fault and you shouldn't have to pay the penalty.

I'm not sure if we can legally ask them to pay our rent, but I'll ask the realtor.

You SHOULD be able to ask for some sort of refund because they screwed up. My mother is selling her house right now and they are doing something similar for her. It's all a matter of how well your realtor works (and if they are willing to ask). What's the worst they can say? NO?
